The federal government has no more authority to force a State to stay in the union because they feel 'owed' any more than YOU would have the authority to make me stay somewhere because YOU felt I 'owed' you something.
That's what the courts are for.

Since you are situated on an ocean the water problem is easy once you get rid of the libtards and that is desalinization plants, as many as you need to build to make the water you need.
