The head of the union representing U.S. Border Patrol agents says a man imprisoned in Mexico in connection with a Yuma-based agent's death has been released by a Mexican judge.
National Border Patrol Council president T.J. Bonner says an unidentified Mexican judge released Jesus Navarro for time served.
"Every Border Patrol agent in the country is outraged and stunned by this," Bonner said.
Border Patrol spokesmen in Washington did not return a call immediately, but the Department of Homeland Security was preparing a statement.
Navarro, arrested Jan. 22 in Mexico, was being held in a Mexicali prison. Mexico had sought him for allegedly smuggling migrants. He was suspected of running over and killing Border Patrol agent Luis Aguilar on Jan. 19 as Aguilar tried to deploy spike strips to stop his drug-filled vehicle in southeastern California.

Troops Kill 21 Enemy Fighters, Detain 22 in Iraq

WASHINGTON, June 25, 2008 Coalition forces in Iraq killed 21 enemy fighters and detained 22 terrorism suspects in recent Iraq operations, military officials said.
In operations today:
— Multinational Division Baghdad soldiers killed three enemy fighters who attacked them with small-arms fire. The soldiers, from the 10th Mountain Divisions 4th Brigade Combat Team, were part of a convoy that stopped on the roadside near Baghdad International Airport when they were fired upon. The soldiers returned fire, which resulted in the attackers vehicle running off the road and striking a wall. The vehicle then exploded. All three occupants were killed.
— Coalition forces killed a man near Qayyarah after he refused to comply with instructions to surrender. Perceiving hostile intent, coalition forces engaged and killed him, officials said. Coalition forces also detained five al-Qaida in Iraq suspects in central and northern Iraq. One admitted to being a part of the terrorist network, officials said.
— Near Taji, coalition forces captured a wanted suspect identified by one of his associates as one of the most active and influential bombing cell leaders in the area. Another man in the target building suffered a heart attack during the operation and later died at a military medical facility.
— In Mosul, coalition forces detained three suspected terrorists during operations targeting al-Qaida in Iraq networks.
— Iraqi National Police and Multinational Division Baghdad soldiers seized two weapons caches in the New Baghdad security district. The caches included mortar rounds and components needed to use them, anti-tank mines, roadside bombs designed to pierce armor-hulled vehicles, rocket-propelled grenades, propellants, guns and bomb-making materials.
In operations yesterday:
— Coalition forces targeted two men believed to be connected with al-Qaida in Iraq bombing and financing operations. When the men failed to comply with signals to stop, including warning shots, coalition forces perceived hostile intent and fired shots to stop their vehicle, officials said. The vehicle caught fire and ignited rounds of ammunition inside that killed both occupants.
— Northwest of Baghdad, coalition forces detained seven suspected terrorists, including a wanted man allegedly linked to an international financier who provides funding for al-Qaida in Iraq operations. In Baghdad, five suspected terrorists were detained for their alleged ties to the terrorist organizations propaganda network.
— Two men injured themselves while attempting to launch a rocket attack on a Multinational Division Baghdad forward operating base from the New Baghdad security district of eastern Baghdad. Shortly after the rockets were launched, soldiers saw men aiding two cohorts who appeared to be severely injured from a round that apparently exploded while they attempted to launch a third rocket.
— Multinational Division Baghdad soldiers, acting on a tip, found a truck with 11 rockets in its bed. Iraqi and coalition explosive ordnance personnel were notified of the loaded vehicle, and they determined the best way to dispose of it.
In June 23 operations:
— Soldiers detained a suspected criminal in his home in the Hadar community and moved him to a combat outpost for questioning and processing.
— A member of the local Sons of Iraq citizen security group turned in rocket-propelled-grenade launchers and 7.62 mm ammunition rounds to Multinational Division Baghdad soldiers at a combat outpost in the Aamel neighborhood.
— Responding to a tip, Multinational Division Baghdad soldiers conducted an operation and detained 14 people in the Jihad market area. The patrol returned to a combat outpost to question the suspects.

Coalition Forces Disrupt Militant Networks in Afghanistan

WASHINGTON, June 25, 2008 Coalition aircrews killed about 22 militants who were attacking district centers in Paktika province yesterday, as Coalition forces continue to disrupt militant networks in Afghanistan, officials said.
Afghan national police were attacked with small-arms fire and rocket-propelled grenades in the Sarobi district center. They responded with small-arms fire and called in coalition air support. The militants then began attacking the Gomal district center, and coalition forces responded using close-air support to help Afghan police repel the attack.
In a separate incident, several militants attacked the Waze Zadran district center in Paktia province with small-arms fire, indirect fire and rocket-propelled grenades. Coalition forces aided Afghan police and provided force after the attack had been repelled.
In other operations yesterday:
— Several militants were killed and 12 were detained during a coalition force operation in Helmand province targeting a militant leader suspected of financing terrorists and smuggling narcotics. Troops found AK-47 assault rifles, rocket-propelled grenades, ammunition vests and ammunition. They also uncovered a narcotics cache.
— Five militants were detained during an operation to disrupt Taliban activities in Ghazni province. Coalition forces also searched multiple areas in Jaghatu district, targeting a Taliban leader known to facilitate foreign-fighter operations in the area. During the operation, coalition forces discovered an AK-47, an ammunition vest, ammunition, a shotgun, a grenade and an artillery round.

Pentagon Officials Testify on Chinese Military Buildup

WASHINGTON, June 25, 2008 Though the Defense Department doesnt see China as a strategic adversary, the countrys military buildup and lack of openness in how its going about it has officials wondering about Chinese leaders intentions, senior Pentagon officials told the House Armed Services Committee today.
James J. Shinn, assistant secretary of defense for Asian and Pacific security affairs, and Air Force Maj. Gen. Philip M. Breedlove, vice director for strategic plans and policy for the Joint Chiefs of Staff, testified on the topic. Their testimony revolved around three key questions from the Defense Departments recently submitted China Military Power Report:
— What are the Chinese doing in terms of their military modernization and buildup?
— What does it mean for the United States and its allies in the region?
— What are the Defense Department and the U.S. government doing to react?
According to the report, the Chinese have engaged in a sizeable and sustained increase in military expenditures over the past few years. Their official budget is reported to be about $60 billion, but the Defense Department estimates that its twice that, Shinn said.
The buildup is across all of Chinas services, Shinn added. Its comprehensive in the sea, land and air forces. Its also particularly significant that it includes its nuclear as well as the conventional forces, he continued.
Shinn noted Chinas heavy investment in personnel, recruiting and training, which in previous years was not as big a factor as the overall numbers of its forces. The Chinese also are devoting much effort into logistics and the command and control apparatus, he said.
Chinas buildup reflects a deliberate and well-thought-through strategy to invest in asymmetric warfare, cyber warfare, and counter-space capabilities, Shinn told the House panel, and also has sophisticated cruise missile and under-sea warfare programs.
The buildup means the United States and its allies in the region could be at risk, because the increasing capabilities may alter Chinas intentions, which currently seem to be peaceful, Shinn said. The increasing capacity may present the Chinese leadership with more options, he noted.
As the Chinese nuclear forces increase their size and survivability, we dont know if [their intention] is going to alter, he explained. We are very careful about inferring intent as to expanding capability. Part of the reason for the deep seriousness of the report is that one must always plan for the worst.
Therefore, he said, DoD will continue pressing intelligence collection and analysis to understand Chinese leaders intentions for their countrys increased capabilities. The United States will continue to train, equip and posture Pacific forces and work closely with regional allies to strengthen their capabilities, he said.
Shinn also stressed the importance of U.S. forces engaging and maintaining dialogue with the Chinese government and leaders of the Peoples Liberation Army to learn more about them and their intentions. The Defense Department does not currently see China as a strategic adversary, but rather as a competitor in some respects and a partner in others, he said.
Chinas rise certainly presents a variety of opportunities and challenges, but the Chinese are definitely not destined to be an adversary, he told the committee.
Breedlove affirmed Shinns comments, noting that cooperation continues to progress between the United States and China in areas of mutual interest such as humanitarian assistance, disaster relief, and military environmental protection.
An encouraging sign [of cooperation] was Chinas reception of relief supplies delivered to the needy Chinese by our military aircraft during this past winters storms and most recent earthquake, Breedlove said.
Chinas military modernization is no surprise, given the countrys impressive economic growth, the general said.
[The United States] continues to communicate to China that our desire for greater transparency and openness is to gain a better understanding of their strategic intent, he said. We believe it is clearly in the interest of all to avoid any misunderstanding or miscalculation. We continue to watch the situation closely and respond in a matter that brings peace and stability.

Twenty-nine people were arrested, and 22 kept in custody, after the unrest in the Champ de Mars park in the well-to-do Seventh District that pitted police firing tear gas against “250 to 300 youths”. About a dozen neighbourhood shops were damaged, and two police officers slightly injured, said Alain Gardere, who is in charge of neighbourhood policing. “I most firmly condemn the violence overnight that was carried out by organised gangs around the Champ de Mars where many young people had peacefully gathered after their baccalaureate exams,” Delanoe said. “Such actions of violence must be punished with the greatest severity,” added the Socialist mayor of the French capital. The unrest broke out on the eve of the Fete de la Musique, an all-night summer solstice party that pulls big crowds onto Parisian streets for more than 500 open-air concerts. Gardere pointed a finger at “troublemakers” mingling among the 4,000 to 7,000 high school graduates on the Champ de Mars’ sprawling grass terrace who began hurling bottles at the police. Some 30 police officers were seen by an AFP reporter charging the youths with tear gas. Some youths then tried to set fire to rubbish bins and trees, before they were pushed back. “Photos were taken and investigations will be diligent,” said Gardere.
