U.S. Embassy Maputo issued the following Warden Message on June 5:
Over the last several days, the U.S. Embassys Regional Security Office has received multiple reports of violent crime in Maputo. While the information provided in this message is not all inclusive, it does provide a good overview of recent crime in Maputo:
Two expatriates were mugged across the street from the Polana Hotel.
Another expatriate was robbed at knifepoint by two armed assailants while walking along one of the access roads leading to the beach located near Avenida Friedrich Engels.
Three robbers armed with AK-47s entered the Shamwari restaurant located on Avenida Mateus Muthemba near the Talho Polana. The robbery occurred at 1930 and the assailants demanded that patrons relinquish their valuables. Additionally, the restaurants cash register was stolen and one of the patrons was slightly injured when he refused to hand over his vehicle keys to the robbers. The vehicle was stolen but later recovered.
Last night, at approximately 2230, a police officer was shot and killed by multiple assailants in front of the Libyan Embassy located on Rua Pereira Marinho.
The U.S. Embassy in Maputo strongly encourages American citizens to review your personal security practices. Remember, if you are confronted by a criminal demanding your vehicle or valuables, do not resist.

Qassam rocket falls at educational facility near Sderot, no injuries

According to an initial report, one of the Qassam rockets fired towards Sderot fell near the psychological services at an educational facility in the western Negev. No injuries occurred, but damage was caused to a vehicle and to the building.

Guantanamo Five Hear Charges, Reject Counsel

U.S. NAVAL STATION GUANTANAMO BAY, Cuba, June 5, 2008 Five accused terrorists heard the charges filed against them for their alleged role in the Sept. 11, 2001, attacks on America at an arraignment held here today.
The judge, Marine Col. Ralph H. Kohlmann, informed Khalid Sheikh Mohammed, Walid Muhammad Salih Mubarak bin Attash, Ramzi bin al Shibh, Ali Abdul Aziz Ali and Mustafa Ahmed Adam al Hawsawi of the nature of the charges filed against them, which include terrorism, conspiracy, hijacking and murder.
All of the defendants voluntarily attended todays arraignment proceedings. All five would reject court-appointed defense counsel before the day-long hearing was over.
Each defendant was served nine referred charges, including two specifications of one of the charges, on May 21.
Kohlmann reconvened the hearing this afternoon after presiding over the mornings session, in which he observed that Khalid Sheikh Mohammed and Walid Muhammad Salih Mubarak bin Attash fully understood their decisions to represent themselves during court proceedings.
This afternoon, Attash reiterated to Kohlmann that he will represent himself in court proceedings.
Another defendant, Ramzi bin al Shibh, told the court earlier today that he didnt trust U.S. military members, which could serve among his court-appointed legal counsel.
During the afternoon session, lawyer Navy Cmdr. Suzanne Lachelier asked for a continuance for al Shibh, her client, because he has yet to develop a rapport with his lawyers, and he is taking medication.
Kohlmann denied Lacheliers request for a continuance and then advised Shibh as to his rights to legal counsel.
Al Shibh immediately voiced his objection to Lacheliers contention, telling Kohlmann that he has complete capability and awareness to understand the charges against him and the ability to serve as his own legal counsel, without participation by military or civilian lawyers.
Im ready to represent myself, al Shibh declared.
To you they are accusations or charges; to me they are not, al Shibh said of his alleged crimes, adding that he understands that he could be sentenced to death if hes convicted of the charges leveled against him.
Ive been seeking martyrdom for five years, al Shibh declared.
Kohlmann then asked al Shibh about the medication that he is reported to be taking. The court then took a brief recess.
Upon reconvening the court, Kohlmann said al Shibh is presumed to have the capability to stand trial at this time. However, the judge said he wants al Shibhs medication issue clarified, in particular, how it may affect the defendants thinking. Kohlmann then directed that al Shibhs military lawyers carry on as his legal advisors for the time being.
Al Shibh said he understood the judges decision, but argued that his mental capacity was fine.
Im not going to force lawyers on you that you dont want, Kohlmann told al Shibh. However, it also is important to ascertain the defendants mental fitness for trial, the judge said.
Kohlmann then asked defendant Ali Abdul Aziz Ali about his defense counsel.
I feel that the (U.S.) government is trying to compromise me from the beginning, Ali told Kohlmann. The American government, he added, failed to treat me as a human for five years.
I cannot accept lawyers under these conditions, Ali declared. U.S.-provided military or civilian lawyers cannot represent his best interests, the defendant said.
I just want to represent myself, Ali emphasized. However, his court-appointed lawyers, the defendant noted, could serve as his stand-by council. Ali said he read and understands the charges against him and that he realizes that he could be sentenced to death if he is convicted.
Im not seeing justice, Mr. Judge, Ali said to Kohlmann. The courts proceedings are political games, the defendant said.
Kohlmann then recessed the hearing for an hour for Muslim prayer call.
As the arraignment reconvened the judge noted that some statements made by al Shibn during the previous session were captured and suspended by the courts audio delay system because of security concerns. At the start of the hearing this morning, Kohlmann noted thered be a 20-second delay in closed-circuit coverage of the arraignment, since any statements from any of the accused would at first be considered classified. A security officer posted in the court would review all defendants statements to ascertain if any sensitive information was divulged, the judge explained.
Kohlmann emphasized that he does not desire to limit public information that comes out of the hearing.
The judge then addressed the case of Mustafa Ahmed Adam al Hawsawi, the fifth defendant to be arraigned today. Hawsawis detailed military lawyer, Army Maj. Jon Jackson, asked Kohlmann to delay the arraignment until Hawsawi could make a decision regarding his choice of legal counsel.
Jackson said one of Hawsawis choices to defend him couldnt meet with him recently because of that military lawyers lack of appropriate security clearance at the time.
Kohlmann responded that Hawsawi could request that Jackson and other members on his current court-appointed legal team remain in place for the time being. The military lawyer Hawsawi wanted to meet with was now at Guantanamo and possesses the appropriate clearance, the judge said.
Kohlmann asked Hawsawi if he had any objection if Jackson as well as Navy Lt. Gretchen Sosbee on his defense team would continue to represent him.
Hawsawi then replied: I will represent myself.
Kohlmann then denied Jacksons motion for a continuance of the arraignment.
The judge then ascertained that Hawsawi didnt want to be represented by Jackson or Sosbee.
I will represent myself, by myself, Hawsawi reiterated to Kohlmann. The defendant said hed read the charges filed against him, but didnt understand them all fully.
Hawsawi told Kohlmann that hed only had a few hours to meet with his attorney and didnt discuss the charges.
Kohlmann told Hawsawi that he could receive a sentence of death if he were to be convicted of the charges against him. Hawsawi said he understood that.
The judge then directed that Jackson and Sosbee continue to represent Hawsawi for the time being.
Kohlmann also said he wouldnt make a decision today whether or not hed accept Hawsawis waiver of rights of counsel. The judge said hed set a litigation schedule for the motion for Hawsari to sever relations with his present court-appointed military attorneys.
Hawsawi then asked for a few minutes to talk things over with his attorneys. Kohlmann denied the defendants request for the time being.
Kohlmann also said he would not hear any pleas to charges from any of the defendants today.
Afterward, the prosecutor read the charges filed against the defendants.
The jury, or panel, will now be assembled in preparation for trial at Guantanamo, Kohlmann said, noting hed issue a trial order as soon as practicable. The judge then recessed the arraignment.
The arraignment is held under the auspices of the Military Commissions Act of 2006. The act establishes procedures governing the use of Military Commissions to try alien unlawful enemy combatants engaged in hostilities against the United States for violations of the law of war and other offenses that can be tried by Military Commission, according to a Military Commission fact sheet.
Khalid Sheikh Mohammed is the alleged mastermind of the Sept. 11 attacks by proposing the operational concept to Osama bin Laden as early as 1996. He is accused of obtaining approval and funding from bin Laden for the attacks, overseeing the entire operation and training the hijackers in all aspects of the operation in Afghanistan and Pakistan.
Walid Muhammad Salih Mubarak bin Attash allegedly administered an al-Qaida training camp in Logar, Afghanistan, where two of the Sept. 11 hijackers were trained.
Ramzi bin al Shibh allegedly lived with the Hamburg, Germany, al-Qaida cell where three of the Sept. 11 hijackers resided. It is alleged that Shibh was originally selected by bin Laden to be one of the Sept. 11 hijackers, but he was unable to obtain a U.S. visa, and therefore couldnt enter the United States to participate in the attacks. He allegedly assisted in finding flight schools for the hijackers in the United States and engaged in various financial transactions in support of the attacks.
Ali Abdul Aziz Ali allegedly sent about $120,000 to the hijackers for their expenses and flight training tuition. He also allegedly helped nine hijackers travel to the United States.
Mustafa Ahmed Adam al Hawsawi allegedly assisted and prepared the hijackers with money, Western clothing, travelers checks and credit cards. He also allegedly facilitated the transfer of thousands of dollars between the accounts of the hijackers and himself on Sept. 11, 2001.
Robert Swann, one of the assistant prosecutors and a civilian lawyer working for the Defense Department, attended the arraignment in place of the chief prosecutor, who had been excused today by the judge.

“A Muslim Hate Crime is in Your Future”

ARTICLE SNIPPET: “Two Christian preachers were stopped from handing out Bible tracts by police officers because they were in a Muslim neighborhood in England.
According to British news reports, the preachers were told by a Muslim community support police officer in Birmingham that attempting to convert Muslims to Christianity is a hate crime.
They were warned that if they came back and were beaten up, it would be their fault, not that of the thugs who beat them.
“He said we were in a Muslim area and were not allowed to spread our Christian message,” one of the preachers said. “He said we were committing a hate crime by telling the youths to leave Islam and said that he was going to take us to the police station.” The officer threatened, If you come back here and get beaten up, well you have been warned.”
Remember, this was not in the Middle East. It was a neighborhood in Birmingham, England, a nation whose official church is the Church of England, a Christian denomination.
The preachers were Americans who have lived in England for many years and they were obeying Christ’s command to preach the Gospel to all mankind and not merely to those who are not offended by hearing His message of love. It’s called freedom of speech. Except in England where it is a hate crime to preach in what have become no-go areas for Christian preachers.
It gets worse. British columnist Melanie Phillips reported an attack on the Rev. Michael Ainsworth by three Muslim youths in his own East London churchyard. She wrote that it was far from the first such attack in the area. Indeed, she wrote, “There appear to have been many attacks on vicars or churches by Muslims who are clearly intent on turning east London into a no-go area for Christians.”
Phillips recalled another attack on the church, where families were showered with glass when a brick was thrown through a window during a service. Allan Ramanoop, a member of the Parochial Church Council, told her that parishioners are often too scared to challenge the gangs.
On one occasion, youths shouted: “This should not be a church, this should be a mosque, you should not be here.”
Said Ramanoop, “I just walked away from it — you are too frightened to challenge them. We have church windows smashed two to three times a month. The youths are anti-Christian.”

Coalition forces round up Special Groups criminals around Iraq
BAGHDAD Coalition forces captured an alleged Special Groups leader, and the suspected primary Special Groups weapons smuggler and financier for Al Kut in operations south of Baghdad Thursday.
Acting on intelligence information, Coalition forces conducted a raid on the residence of a suspected Iranian-trained Special Groups leader in al-Mahawil, which lies about 70 km south of Baghdad near Hillah.
Coalition forces entered the suspected outlaws residence where he surrendered without incident.
In a separate operation near Al Kut, intelligence tips helped Coalition forces track down the hideout of a suspected Special Groups criminal, who sources allege is the primary weapons smuggler and financier for Special Groups elements in that area.
Coalition forces stormed the suspected criminals location, about 30 km east of Al Kut, where he and another suspected criminal surrendered.
As Special Groups leaders and their criminal associates flee their normal area of operations, Iraqi and Coalition Security Forces will continue to track and disrupt their activities, said U.S. Army Capt. Charles Calio, MNF-I spokesperson. We will continue to deny these criminals refuge in any part of Iraq.

Special Groups criminals surrender to Coalition forces near al-Kut
BAGHDAD An Iranian-trained Special Groups leader surrendered to Coalition forces Friday during operations in al-Hayy, about 190 miles southeast of Baghdad.
Acting on intelligence information, Coalition forces raided the presumed residence of an Iranian-trained Special Groups leader suspected of directing and ordering attacks against Coalition forces in Wasit Province, as well as attacks and kidnappings against civil authorities there. The man is also suspected of smuggling Iranian weapons into Baghdad, specifically Kaytusha rockets.
The suspected criminal surrendered without incident.
In a separate operation in al-Hayy, Coalition forces raided the presumed residence of a wanted Special Groups criminal.
As Coalition forces approached, the suspect attempted to flee the area by wading through an irrigation canal. Coalition forces were able to track the individual, after which he surrendered.

10 wanted men, 22 other al-Qaeda suspects detained
BAGHDAD Coalition forces struck al-Qaeda in Iraqs bombing networks in Mosul, Baghdad and the Tigris River Valley Thursday and Friday, capturing 10 wanted men and detaining 22 additional suspected terrorists.
In Mosul, Coalition forces further degraded AQI leadership when they detained 14 suspected terrorists, including two wanted men. One of the men, detained Thursday, is believed to be involved in car bombings, kidnappings and other attacks in East Mosul. The other wanted man was detained Friday and reportedly supervised car-bombing operations in the city, including attacks against Iraqi and Coalition forces.
Three precision operations around Baghdad Thursday netted three wanted men allegedly involved in car bombing networks there. One man is suspected of operating in the Northern Belt around Baghdad and was captured in Tarmiyah, about 30 kilometers north of the city. The two other suspects are reportedly tied to AQI networks in the capital, and were captured west of Baghdad, in Abu Ghraib and Fallujah.
During an operation in Bayji Friday, Coalition forces continued their assault on the Tigris River Valley bombing network, capturing four men reported to be mid-level leaders and 10 additional suspected terrorists. Another man wanted for his alleged involvement with AQI in Bayji was detained Thursday.
Baghdad and the Tigris River Valley are a safer place for Iraqi families because of the continued Coalition Force pressure directed against al-Qaeda in Iraq, said Maj. John Hall.

Khan, 22, declined requests for an interview, even when approached outside his home with cameras rolling. When asked if the messages on his site represent Islam, Khan would say only that they represent Muslims.

In an e-mail sent to FOX News, Khan lashed out at the “arrogance” of the media, saying it should focus instead on converting to Islam. “When you go down in to the earth six feet deep, nothing will matter except what Religion you died upon,” he wrote.
Following a FOXNews.com report last month profiling his Web site, Khan railed against “the Kuffaar” non-believers who wrote the article and affirmed his belief that jihad is “an Islaamic obligation” rooted in Muslim texts.”
