About a year ago, someone asked if he could put the map on the Concealed Carry page on Wikipedia. I said yes, and the image was added.
Since then, there have been several attempts by Wikipedia admins to have it pulled. First, it was yanked because it hadn't been posted with the permission of the creator - despite my having not only granted permission, but having explicitly added to the image a statement that I had done so.
The image was eventually restored, after I formally released the image under a Creative Commons license.
Now it's been pulled again, because it isn't properly sourced. Apparently the sources that I used in creating the image weren't appropriately non-partisan.
So I'm trying to collect sources of the type that they approve, so I can add them to the page. Unfortunately, a family crisis is preventing me from spending the sort of time I need to get this done in a reasonable amount of time.

What I need are sources that indicate the date at which a state's laws became shall-issue. Best type of source would be a link on a state's official website, next best would be a contemporary report in the mainstream media - TV, radio, or newspaper, discussing the passage of the law.
If anyone can help me fill in the blanks, I'd really appreciate it.

Yep. And you'll notice that on the table of what I have already managed to collect - http://www.gun-nuttery.com/rtc.php#proof - a number of states reference that Cramer&Kopel paper.
Truthfully, I'd like to find other sources for those states, because the Wikipedia admins are under the misconception that Clayton Cramer and David Kopel are less objective than any random AP reporter.
I will get you appropriate citations for Maryland. It is technically a “may issue” state, but it would be more accurate to call it a “can issue but don’t hold your breath” state.

This isn’t about open vs. concealed carry. The map is all about the permiting process.

Non-Partisan? A fact is a fact to everyone, except Wikipedians. There, everything is an opinion disguised as fact when a majority shares that opinion.
Anyway, best wishes to you. You will need to go to the websites of all the states where possible - and where not possible use multiple other sources. In addition, your terminology may get challenged... as “right to carry” will be interpreted differently. Technically Vermont may be the only “right to carry” state since the others do not honor the right, they require permission from the state or local authorities. So be careful how you phrase things.
I hoped one day that a federal reciprocation law would pass, forcing the non-compliant states to comply. Imagine the irony if an Arizona citizen could carry concealed in California based on the reciprocal rights law, while Californians could not. There would be an uproar. But alas, I don’t hold my breath.

That would actually be a real interesting can of worms. The open/conceal rules from state to state would be a monumental task to put into a map like jd has put together for the permit process. Some states are very simple to understand and many are full of special circumstances that make my head spin.
In MN we carry concealed, or open, our choice. The word “concealed” does NOT appear in any legislation. What are the regs in Washington?
I know that this is a bit off topic....but it keeps he thread bumped..

In WA - you can carry open ... need a permit to carry concealed although there is no stipulation that you must carry concealed if you have the permit ...
