I live here in the Philippines and there's been some pretty strong coup rumors here in the last week or so. If I was a betting man I'd say this blast was related to this and not to the "Religion of Peace".

Manila is a PRIME candidate to slip entirely into Turd World status...
I was shocked at the level of poverty for vast numbers of people, and the manner in which they lived in the grassy areas BETWEEN the highway or along side the highways approaching Manila.
The contrast of great wealth for some and abject poverty for most was unexpected... The corruption was stunning. Anyone or anything can be bought - cheaply.
It appears that one of the greatest contributers to their GNP is the trade in and export of their young women.
Their failure to annihilate the Islamist or Communist "terrorists" in their Island nation - is telling.
The fine hotel I used in downtown Manila, had a bomb and weapon inspection station in the LOBBY, checking the parcels and baggage of ALL incoming guests and visitors.
It didn't work.....the Hotel was bombed - a couple of weeks after I checked out.

I normally would read the entire thread to see if this point has already been made but it was a bad weekend and I'm feeling lazy.
Chemicals in a trash bin -- would that be like fertilizer and diesel in a barrel?
Set of by a lit cigarette -- or any other source of a spark?
And the head of the force investigating the explosion is named BANGIT???
