The administration of President George W. Bush broke the law as it resorted to illegal "covert propaganda" in trying to sell its key education initiative to the public, US congressional investigators have found.
The finding, made public by the Government Accountability Office added to a plethora of big and small ethics scandals besetting the administration and its top Republican allies and putting them on the defensive one year before congressional elections.
The investigation was ordered by Democratic Senators Edward Kennedy and Frank Lautenberg earlier this year, in the wake of reports the Education Department had paid newspaper columnist and television commentator Armstrong Williams thousands of dollars to help promote the No Child Left Behind Law.

The bill was officially sponsored by Republicans, but there were plenty of DemonRats who thought that NCLB is just great and that the only problem with it is that not enough money is being spent on it.
According to Sean Hannity, Kennedy said 'Pass NCLB and you'll get your private school vouchers,' a pledge that he and his fellow DemonRats later reneged on.
Totally agree with your accessment, however..in Politics " you cannot burn your bridges "..it would be great if one could and/or stand on principle alone.
It may be from the Globe, but shows why the Bush Family and the Clintons have some need for one another.
Now, if Bush had better advisers on when to act and what to say on many "unfortunate" incidences that have occurred during his Presidency (does this guy live under bad karma or what?)..he would not be going to the Clinton's for any PR support whatsoever.
If Bush got rid of half the people around him and would do what he does best..speak forthright to the people-where he does shine if you personally have ever seen him speak; he would be much better off and not have to seek assistance from the Ex-President.
I agree this also helps Hillary come election time displaying her as more mainstream and not a Michael Moore or "Hi, My Name Is" [Ronnie] Earl[e]" groupie.
