No biggie. It's not like he can run for re-election.

He said blame for fed govt but implied all levels of govt broke down and he would take blame for fed govt part.

At least he got that out of the way. Personally, I think that that was a good PR move.
Now time for the Governor and Mayor to step up and take their share of the blame.

End the end, the captain of the ship is responsible for hitting the iceberg, even if he is asleep in his cabin. It is his ship. The federal government, in all of it's bloated glory, is the ship of GWB. In the end, he is master of the vessel, thus actually responsible for its errors. Right or wrong, that is the way it works. Yes, Congress and others have extreme blame also. Many do. But, Bush has thrown himself on the sword. Now we will see if the people have any sympathy for him doing it.
