Sunday, Sept. 4, 2005 12:47 p.m. EDT Gov. Kathleen Blanco: No State of Emergency
Though her state has been devastated by Hurricane Katrina and thousands are believed dead in New Orleans, Louisiana Gov. Kathleen Blanco has yet to declare a state of emergency and refuses to cede authority over rescue efforts to the federal government.
"Shortly before midnight Friday, the Bush administration sent her a proposed legal memorandum asking her to request a federal takeover of the evacuation of New Orleans," the Washington Post reported in Sunday editions.
Story Continues Below
Gov. Blanco's office rejected the request, the paper said - concerned that such a move would be comparable to a federal declaration of martial law. The Louisiana Democrat has also failed to declare a state of emergency - in marked contrast to Mississippi Governor Haley Barbour and Alabama Gov. Bob Riley, who both issued emergency declarations before Hurricane Katrina struck.
State and federal officials also told the Post that Gov. Blanco did not reach out to a multi-state mutual aid compact for assistance until Wednesday - more than 24 hours after breaches in New Orleans levee system had flooded the city and killed thousands.

This is likely the cause of all delays in getting help to Louisana. A giant P*ssing contest between the Red democrats who don't want to be out of the loop on all this aid, and the Feds who want to come in and manage things their way.
The Feds need to keep up the non-partisan aspect of this until the democrats are exposed for what they are: A weak minded bunch of bureaucrats intent on keeping their share of the pie.

You would think some one from the Dems or MSM would have to question not calling for a state of emergency. The MSM have been screaming state of emergency at the top of their lungs. I know I've heard every commentator say "this is a state of emergency"

Arizona and New Mexico have a state of emergency but Louisiana doesn't?

She doesn't want the Feds in charge, because the contrast will be too great - chaos before, order after. She wants the ability to muck things up, and the freedom to blame the Feds. It is all about her, you see. Always is with rats.

It sounds like she is trying to keep this "In House" Perhpas Blanco thinks that by keeping it "in house", she can contain and/or cover up the facts of her incompetence.

She's just making sure she gets her cut of the contracts to rebuild New Orleans. Bingo! My thought exactly. She doesn't want the Feds running this thing because the contracts (which will be in the $10s of billions) wouldn't be going to the "right" people.

One wonders what it would take for Gov. Blanco to consider it an emergency. Blanco has all the leadership of a caboose.

Somebody is very confused. She declared a state of emergency on Aug 26, many days before the hurricane hit.
Gov. Blanco Declares State of Emergency
That's not to excuse her incompetence, but there's a mixup of facts here. I've also seen it earlier today on FR, but I can't find the reference.

Democrat in the white house. Then she'd declare an emergency to get $20 in federal grants for pencils.
