Somebody is very confused. She declared a state of emergency on Aug 26, many days before the hurricane hit.
Gov. Blanco Declares State of Emergency
That's not to excuse her incompetence, but there's a mixup of facts here. I've also seen it earlier today on FR, but I can't find the reference.

I posted it too. No one is reading farther than the first post.
I think what Blanco DIDN'T do was declare it a disaster area.

She invoked authority granted her as governor under LA law. What she is refusing to do is invoke Federal law that passes authority to FEMA to coordinate crisis response. Legally, there is a state level emergency in LA right now but not a federal one. For all the world as though it were hit less hard than neighboring Mississippi.

The text of the link look state-oriented to me, not federal.
Post 50 has it right.
Man, Bianco is an idiot.

re: Somebody is very confused ! but, this needs more explaining on why it failed !! FEMA is always to the rescue but NO has a preventative Disaster Plan, full scale ! City of New Orleans Comprehensive Emergency Management Plan http://www.cityofno.com/SystemModules/PrintPage.aspx?portal=46&tabid=26

I believe what is being discussed in this thread is Gov. Babineaux Blanco's refusal to make a federal case out of the state-level emergency she declared in LA. It sounds like two days ago Bush submitted paperwork to her that would have delegated responsibility and authority for the New Orleans area evacuation to the feds, but she hasn't signed it.

She did it right after the President declared a preemptive state of emergency
