Though her state has been devastated by Hurricane Katrina and thousands are believed dead in New Orleans, Louisiana Gov. Kathleen Blanco has yet to declare a state of emergency and refuses to cede authority over rescue efforts to the federal government.

"Shortly before midnight Friday, the Bush administration sent her a proposed legal memorandum asking her to request a federal takeover of the evacuation of New Orleans," the Washington Post reported in Sunday editions.

Gov. Blanco's office rejected the request, the paper said - concerned that such a move would be comparable to a federal declaration of martial law. The Louisiana Democrat has also failed to declare a state of emergency - in marked contrast to Mississippi Governor Haley Barbour and Alabama Gov. Bob Riley, who both issued emergency declarations before Hurricane Katrina struck.

State and federal officials also told the Post that Gov. Blanco did not reach out to a multi-state mutual aid compact for assistance until Wednesday - more than 24 hours after breaches in New Orleans levee system had flooded the city and killed thousands.

I am furious. I thought up until I read this story that this disaster was a result of bad decisions in the hours before the storm and bad communication/bad transport conditions afterword. Now I know at least part of it is that this twit has a few thousand dead and a years-long rebuilding effort on her hands, and she wants to run the show while blaming the feds for not running the show.

She must be mentally ill.

The problem for the MSM and the Dummycrats is that the real middle American can see for themselves what's happening in NO and it's turning them off big time. And they can see the lack of preparation and any kind of leadership from the mayor and the governor. Their complete incompetence is on display for all the nation to see.

Here is Gov. Blanco's letter dated 28 Aug. 2005 to Pres. Bush asking him to declare a state of emergency and for specific help.

This paragraph and the ones above it that you can read in the post appear to put the ball in the President's court, in terms of delivering assistance.

"Pursuant to 44 CFR § 206.35, I have determined that this incident is of such severity and magnitude that effective response is beyond the capabilities of the State and affected local governments, and that supplementary Federal assistance is necessary to save lives, protect property, public health, and safety, or to lessen or avert the threat of a disaster. I am specifically requesting emergency protective measures, direct Federal Assistance, Individual and Household Program (IHP) assistance, Special Needs Program assistance, and debris removal."

She wants NO evacuation to be an abysmal failure so she can claim Bush didn't do enough. She is a democrat and to as help from Bush is the greatest blasphemony a democrat can do. She is doing this to 'help' with party politics and to scoe points amongst the DU crowd. Pathetic. You, governor, are responsible for the deaths in NOLA.

My searching skills may be rusty, but we could use a very concise list of one line "bullet statements" (with links) with all aspects of the facts coming to light about Blanco and Nagin, what the military has said about the speed of relief, and how this compares to Hurricane Andrew and the Hurricanes that hit Florida last year. Something concise and to the point to show to detractors and not lose their attention span. I just got through a short argument with someone in the store today over Blanco, and when I pointed out things she was quoted on, I was called a liar. When I said you can find those quotes on the net, she said that's what's wrong with this country today (the net) and to stop reading that garbage and watch the truth on the news on TV...I didn't let her get the last word in, but I didn't care for the blood pressure rise I was getting so I didn't continue...

It would have if she'd have allowed assistance in the city. She wouldn't let them in. And why didn't she evacuate people in school buses?

No. FEMA had taken over state functioning agencies by then, including the Dept. of Fisheries and Wildlife, who refused entry to citizens' boats for rescue.
The President of Jeff Parish, Aaron Broussard, said that it was FEMA who refused the entry, not the state. And they even would not allow water from Wal-Mart to be distributed.
Jeff Parish is a Republican dominated county, and U.S. Sen. David Vitter (R-LA) hails from there. Even he blames the Feds on a poor response and does NOT blame Blanco or Nagin.

Below is a link to an open letter to the President from the Times-Picayune of N.O. I believe TP endorsed Bush in the last election, but now they are faulting him and his FEMA chief for the disaster in N.O.
The criticism of the President, not just from the U.S., but around the world, must be loud. The White House is sending Bush back to N.O. for another appearance. He's in a lotta trouble!

"MR. RUSSERT: Hold on. Hold on, sir. Shouldn't the mayor of New Orleans and the governor of New Orleans bear some responsibility? Couldn't they have been much more forceful, much more effective and much more organized in evacuating the area?

MR. BROUSSARD: Sir, they were told like me, every single day, "The cavalry's coming," on a federal level, "The cavalry's coming, the cavalry's coming, the cavalry's coming." I have just begun to hear the hoofs of the cavalry. The cavalry's still not here yet, but I've begun to hear the hoofs, and we're almost a week out.

Let me give you just three quick examples. We had Wal-Mart deliver three trucks of water, trailer trucks of water. FEMA turned them back. They said we didn't need them. This was a week ago. FEMA--we had 1,000 gallons of diesel fuel on a Coast Guard vessel docked in my parish. The Coast Guard said, "Come get the fuel right away." When we got there with our trucks, they got a word. "FEMA says don't give you the fuel." Yesterday--yesterday--FEMA comes in and cuts all of our emergency communication lines. They cut them without notice. Our sheriff, Harry Lee, goes back in, he reconnects the line. He posts armed guards on our line and says, "No one is getting near these lines." Sheriff Harry Lee said that if America--American government would have responded like Wal-Mart has responded, we wouldn't be in this crisis.

But I want to thank Governor Blanco for all she's done and all her leadership. She sent in the National Guard. I just repaired a breach on my side of the 17th Street canal that the secretary didn't foresee, a 300-foot breach. I just completed it yesterday with convoys of National Guard and local parish workers and levee board people. It took us two and a half days working 24/7. I just closed it."

That's not to excuse her incompetence, but there's a mixup of facts here. I've also seen it earlier today on FR, but I can't find the reference

That's what I thought

She did it right after the President declared a preemptive state of emergency
