His name is Steven A. Cash. Former CIA officer (Balkans, Clinton era). Under Biden: Senior Advisor to the Undersecretary at DHS Intelligence & Analysis.

The day after Trump's 2016 election, Cash co-founded "The Steady State" — a network of more than 340 former intelligence community officials who decided Trump was an "existential threat".

When Biden won, the threat was gone. Cash went into Biden's DHS. His own words: "we disappeared."

Then Trump won again. "Suddenly the existential threat was back." The Steady State reactivated and is now a planning partner with NoKings. In the clip below, their meeting recommends "Bringing Down a Dictator" — the Otpor documentary about toppling Milošević — as "a how-to."

Meanwhile, Cash's company Deck Prism LLC holds $15+ million in Department of Energy contracts. Almost every one: sole-source or non-competed. One is for the National Nuclear Security Administration — our nuclear weapons program — justified because "disclosure would compromise national security."

His FEC records: 20+ donations over 20 years. 100% Democratic. Zero Republican. Including $1,001 to Kamala Harris on August 4, 2024, while his NNSA nuclear contract was active.

Steven Cash, a former CIA officer, discussed the origins of the Steady (deep) State. He said it was created the day Trump 1.0 won; it went dormant during the Biden regime and is now back in action (working against the will of the American people) as they view Trump as an existential threat.

The part I find most interesting is that he returned to work in intelligence during the Biden regime to focus on domestic issues within the United States.

The International Spy Museum advisory board lists Cash as "owner and founder of Deck Prism, LLC," registered 2008, Cabin John, Maryland.

That company has $15+M in DOE contracts. The address on USA Spending matches a residence owned by Cash himself. Let's look.

That NNSA contract is sole-sourced under FAR 6.302-6. Someone higher up had to approve it.

The justification: "disclosure would compromise national security."

NNSA manages America's nuclear weapons.

But I couldn't find that. But in a SCOTUS brief (Newsom v. Trump, Oct 2025) they called themselves an "unincorporated association." And used the same address as in the DOE contracts.

 

Which is it?

I couldn't find The Steady State on ProPublica's Nonprofit Explorer. I couldn't find a Maryland state registration.

 

However I did find that The Steady State and Deck Prism LLC share the same phone number.

This is not speculation; it’s straight from a recorded call.

Ex-USAID employees describe how, before January 20, they moved internal groups off government systems and into encrypted Signal chats, then quickly linked with foreign partners and NGOs after the inauguration. This attempt at creating a color revolution isn't new news; this part was already reported in NOTUS earlier this year.

But what's not reported is the international aspect. One participant explicitly frames it as "a global anti-authoritarian movement," connecting U.S. officials with "colleagues from around the world who have dealt with this directly."

They reference coordination with Johns Hopkins, "international democracy and conflict mitigation spaces," and efforts to mobilize across borders against what they perceive as domestic authoritarianism.

At what point does this become treason?
