It is my understanding, from the song it originated, that it is a reference to the 69 sexual act, because 67 +2 makes for 69.
A kid might only be repeating it because it’s cool to repeat and it tweaks the nerves of adults.

My nephews 5th grade teacher(Who is a total prick but thats besides the point unrelated to this) wont allow the numbers 6 and 7 to even be said together..so instead the kids just say it in Spanish
