Refusing Cabinet Officials or Department Heads access to SCIFs in their agencies or departments is blatant treason--and anyone participating in it should be tried on that charge.
The notion that bureaucrats get to over-rule and keep secrets from Cabinet Officials is totally unacceptable--and must stop now--regardless of the issue.

Not only that, but any ventilation ducts have white noise generators in them to thwart eavesdropping. Spent over a year on a project in one, it was a dismal experience.

Would have to know the details on what actually transpired. Typically in a SCIF even high level VIP’s and officials usually must obtain prearranged permission to enter, they can’t just go in unannounced. For example, there could be information in a SCIF from cooperating partner agencies that even a Department head might not have a bonafide need to know and therefor should not have access to unless the original classification authority concurs. It gets a little complicated. There might be a valid reason for the refusal or their might not be, we simply don’t know.
You can give more conceptual details if you will.

Hubby spent at least half of his career in a SCIF. Bummer, too, ‘cause he couldn’t have a cell phone in there. Not even back when he had a flip phone with no camera.
