The incident occurred Dec. 9 in Lunenburg County, which is between Richmond and Danville, Virginia’s Department of Wildlife Resources said in a statement.
A hunting group was following the bear when it ran up the tree, the department said. As the group retreated from the tree, a hunter shot the bear. The animal fell onto another hunter [the victim] who was standing about 10 feet (3 meters) from the bottom of the tree.
The department identified the man as Lester C. Harvey, 58, of Phenix, Virginia. A member of the group rendered first aid before Harvey was rushed to two different hospitals.

Just to answer the question - yes, it’s legal to hunt bear in most counties in Virginia in December. The season ends January 4th.
The man was going up to the tree to get his dog.

Other than man. Dying of “natural causes” may sound nice, but for a bear, it could be starvation, or succumbing to wounds from fighting other bears.

A Polack and a Czechoslovakian went missing in a forest.
A search party of hunters formed and went looking for the two.

Hound hunters often do not see their quarry until it is treed. They follow the sound of the dogs to the tree, and decide whether or not they want to harvest the bear, after a good look-over. It sounds like someone went off half-cocked on this hunt. People (and dogs) on the ground need to be ready. (and perhaps restrained). A bear shot in a tree will not necessarily hit the ground dead, and there is really nothing to compare with a wounded black bear. You need go have a plan, not a circular firing squad at tbe bottom of the tree.
Man is not a natural predator.
Surely you jest. Ever heard of Cave Bears? They’re among the many North and South American megafauna that were hunted to extinction by stone-age men.

A natural predator would live in the woods.
An unnatural predator is one that does not live in the woods.
Judging by some of the responses on this thread, many are more likely to be natural prey than predator, in the unlikely event that they step off the sidewalks. In that case, be glad there are people out there assuring that a bear associates the smells and sounds of men and dogs with danger, and as a reason to run and climb a tree.
Measure 18, of years ago, resulted in the end of many options for predator control in Oregon.
