Possibilities:
- Mega tornado lifted the entire city up and transported it to Afghanistan.
- Brainiac collected the city to put in a bottle but decided he didn't want it and dumped it in Afghanistan.

The Greeks spent a lot of time at sea, and I doubt they all had that Paprika Device (or whatever it’s called these days), so it’s possible this city got lost and ended up in Afghanistan.
