‘Non-human intelligence’: Schumer proposes stunning new UFO legislation

Senate Majority Leader Chuck Schumer (D-N.Y.), along with a bipartisan group of five other senators, introduced extraordinary legislation on July 13, suggesting that the U.S. government or private contractors may secretly possess recovered UFOs and “biological evidence of living or deceased non-human intelligence.”

According to the legislation, “non-human intelligence” is defined as “any sentient intelligent non-human lifeform, regardless of nature or ultimate origin which may be presumed responsible for” UFOs.

The proposed legislation follows explosive allegations by a former intelligence official, David Grusch, that secret UFO retrieval and reverse-engineering programs were illegally hidden from Congress. Importantly, the powerful investigative body that oversees the nation’s intelligence agencies found Grusch’s allegations to be “credible and urgent.” Moreover, the intelligence community’s first inspector general — appointed by President Obama, confirmed by the Senate and now a high-profile attorney in private practice — represented Grusch as he proceeded through the formal whistleblower process.

In an interview with NewsNation, Sen. Marco Rubio (R-Fla.), vice chairman of the Senate Select Committee on Intelligence, corroborated the broad contours of both Grusch’s allegations and Schumer’s bipartisan legislation.

According to Rubio, only one of two remarkable outcomes will ultimately explain recent developments, “Either what [Grusch] is saying is partially true or entirely true, or we have some really smart, educated people with high clearances and very important positions in our government who are crazy and are leading us on a goose chase.”

Echoing Rubio’s comments and Schumer’s statement, Rep. Mike Gallagher (R-Wis.), who serves on the House Permanent Select Committee on Intelligence, stated recently that “all sorts of [UFO whistleblowers] are coming out of the woodwork” and telling Congress that “they’ve been part of this or that [UFO] program.”

According to Gallagher, last year’s enactment of UFO whistleblower protections resulted in “a variety of pretty intense conversations.”

I talked to a friend of mine yesterday at my health club and mentioned the Senate UFO Amendment. Though he is very interested in the UFO/UAP subject, he said he hadn't heard a peep about it from cable news.

After I told him all about it, he concluded that it was a huge deal--almost tantamount to disclosure--and was shocked that it hadn't been reported.

As you said...some distraction.

I think you know my view on this—but to be clear I believe the private corporations have taken those technologies off planet—the horse has left the barn on that issue.

Reverse engineer; most articles, including this one, that refer to alien technology posit the idea of "reverse engineering," so it's a common theme found in our current UFO/UAP/Alien narrative.

As stated earlier, the 1938 radio production of War of the Worlds was on October 30, the 303rd day of the year. Using numerology, we can reduce 303 to 33 since the 0 has no value. So the ubiquitous 33 when reduced; and Gematria matches to Charles Ellis Schumer and Alien Intelligence.

In the UFO/UAP narrative, Alien Intelligence could have two meanings: 1- intelligent aliens; or, 2 - (the work of) Intelligence in the Alien narrative.

The concept of “As Above So Below” - has been foundational to hermeticism and esoteric knowledge for millennia.

Biblical prophecy - many people believe that biblical prophecy is currently being played out, like digital identity being the Mark of the Beast.

There are many whistleblowers on the Breakaway Civilization—most in the last few years.

Dolan has persuaded me it is real.

I first heard about the concept about fifteen years ago from Catherine Austin Fitts.

She was the FHA Commissioner under the W Bush administration—they thought they were bringing in a token woman who would do as she was told.

They got that wrong. It turned out that her investment banking background turned her into a ferocious forensic accountant who demanded to know where all the money in her department went.

What she found out was that large chunks of the HUD budget were being stolen and put into black programs.

After she collected that information she presented the data to the White House and asked that the money be returned to her agency.

She was fired immediately.

Since then she has been a “conspiracy theorist” discussing the off-budget black budget, the breakaway civilization and the secret space program.

Another “clue” to the breakaway civilization was the British hacker Gary McKinnon. In 2002 he hacked into US government computers and discovered a secret space fleet, complete with ships, crew and missions.

There is plenty of meat on those bones—available to those who want to look behind the curtain.

Very interesting comments.

I am familiar with Catherine Austin Fitts. She wasn't one of the movers and shakers on Wall St., but she did do a good job of personal advertising.

I will read the Dolan book/lecture on this today and do a little research.

Before getting into investment banking myself, I started my career as a CPA with Coopers & Lybrand (now PricewaterhouseCoopers). My training would lead me to doubt that such a Breakaway Civilization could be hidden. Too many people involved and too many transactions.

I did work in fraud discovery as most good auditors do and one of the first principles is that fraud involving more than one person immediately runs into trouble because people cannot be trusted to keep secrets. When you've got an entire secret industry--make that civilization--you've got basically no way of maintaining secrecy.

That's one of the arguments against hidden UFO programs in the DOD.

I can see how some black programs and Lockheed Martin and Raytheon and others like them keep secrets as a way of life (compartmentalization and a very tight security mechanism). But I can't imagine how a far-flung "civilization" could do it.

Yes, money--major money--is missing from various government budgets. But enough to fund a hidden "civilization"?

ON THE OTHER HAND...we have this:

The Defense Department has failed its fifth-ever audit, unable to account for more than half of its assets, but the effort is being viewed as a “teachable moment,” according to its chief financial officer.

After 1,600 auditors combed through DOD’s $3.5 trillion in assets and $3.7 trillion in liabilities, officials found that the department couldn’t account for about 61 percent of its assets, Pentagon Comptroller Mike McCord told reporters on Tuesday.
