Located in Finland, Olkiluoto 3 is one of the most expensive buildings in the whole world. Originally set out to be completed in 2009, the power plant is still not working to this day. In this video I try to decipher all the reasons behind this delay and find out how can a building go over 8 billion Euros over budget.

Do those bidding on the contract have the necessary talent and resources to execute?
Do they have the subcontractor relationships?
Is the fuel GFP and/or is that supply chain established? Etc...

This is "what requirement can I impose so the plant is never built?".
On West Coast Shuttle (at VAFB, CA) they had a requirement to be able to land at V-19 (VAFB landing strip) in zero-zero visibility.
Nobody was going to attempt to land a $Billion spacecraft in those conditions.
We ignored the requirement.
It’s a nuclear plant.
The main issue with most of them is a bunch of new ones were approved and started construction in the early 2000s.
Then Fukushima happened, and we discovered a bunch of new ways a nuclear plant can fail.
That forced redesigns on all those plants underway, doubling prices.
My father worked there from 1955-1997.
I entered Nuclear Weapons training in 1971 and my graduate paper was on a path to Fusion power.
Fukushima site location was dumb under prior site requirements.
