There are well documented processes for managing projects of this magnitude. What are the requirements? (A-Spec, B-Spec)

[Don't allow regulatory (political) agencies change the rules and don't include stupid stuff like withstanding an airliner crash]

Is the funding available?

Do those bidding on the contract have the necessary talent and resources to execute?

Do they have the subcontractor relationships?

Is the fuel GFP and/or is that supply chain established? Etc...

This requirement predates 911.

From 2002 but sites work from1968.

It’s a nuclear plant.

The main issue with most of them is a bunch of new ones were approved and started construction in the early 2000s.

Then Fukushima happened, and we discovered a bunch of new ways a nuclear plant can fail.

That forced redesigns on all those plants underway, doubling prices.
