They own/operate/maintain the water system. I’m not saying that matters, but the facts matter. OF COURSE it matters.
Look what happened to New Orleans during Katrina. The "locals" failed miserably. Not just during the storm, but in decades of corrupt rule before it.

From what I can tell, Jackson has had only one Republican mayor, about 30 years ago, and he was a former Democrat.
Speaking of 30 years, I read somewhere else that Jackson has put off maintenance and renovation of its water system for about that long.
