Look what happened to New Orleans during Katrina. The "locals" failed miserably. Not just during the storm, but in decades of corrupt rule before it.

I’ve read a couple articles that claim that the city is so incompetent they’re not even billing all their water customers someone unknown amount of customers I don’t even get a water bill so they don’t have a steady income to properly budget for maintenance and repairs
