Unless and until such a treaty is ratified by the U.S., it is not binding. Even then, it likely would require additional implementing language to be fully enforceable, and even then, parts likely would be unconstitutional. Not really worried about this one.

I still don’t understand how the Administration can modify a treaty without going to the Senate for the changes to be ratified. Its not the same treaty that was once approved. Therefore, I won’t recognize it as law and will not obey their dictates.
