A nationwide shortage in baby formula is worsening, according to a new analysis, as parents have expressed alarm over the worrying trend.
At retail locations across the United States, about 40 percent of the top-selling infant formula products were not in stock for the week ending April 24, said Datasembly. The company said that it tracked baby formula stock at more than 11,000 stores nationwide.
“This is a shocking number that you don’t see for other categories,” Ben Reich, CEO of Datasembly, told CBS News. “We’ve been tracking it over time and it’s going up dramatically. We see this category is being affected by economic conditions more dramatically than others,” Reich added.
Previously, drugstore chains like Walgreens and CVS have announced they would limit how many baby formula products each shopper can purchase at a given time.

So homemade formula is an option, but the warnings about malnutrition in the above article should be taken seriously.
It looks like there are many homemade formula recipes, but I couldn't tell you which are nutritionally sound. The article above suggests switching brands to a generic, because they all store bought formulas meet certain nutritional requirements.
You can make an acceptable formula that babies used for years.
All parents made it in the 60s and before. They also gave the babies Poly VI Sol liquid vitamins
1. Evaporated Milk Baby Formula
This recipe is for traditional formula (just like Grandma used to make). One standard-sized 13-ounce can of evaporated milk can make a full quart of emergency formula. The process is simple, fast, and—best of all—does not compromise your child’s health.
As Dr. Andrew J. Schuman writes in his article, “A Concise History of Infant Formula,” this is the exact recipe that was widely used in the 1950s and 1960s for infants who were not breastfed. Please remember, though, that this homemade formula is not a long-term solution since it lacks the necessary vitamins. Parents in the 50s and 60s gave their infants supplemental vitamins and iron along with this formula, as noted by Dr. Schuman.
Supplies Needed
Clean quart container
13 oz. can of evaporated whole milk (reduced fat, skim, and sweetened condensed milk will not provide enough calories or nutrition)
18–19 oz. of water
2 tablespoons of white granulated sugar or 1 tablespoon of light Karo syrup
Instructions
Combine the above ingredients into the quart container.
Stir until the sugar or light syrup is fully dissolved. The added sugar will help your child break down the proteins in the evaporated milk.
After serving your child, any remaining emergency formula should be refrigerated.
Any unused formula should be discarded after three days.

From what I remember with my wife waaaay back in those days Momma couldn’t just whip out the backup if the Infamil or equivalent wasn’t available. They used to give new mothers who wanted to put their babies on formula shots to stop lactation. You just can’t undo that because you don’t have formula.
Any of the ‘mothers’ they have up in DC in the Democrat Politburo structure wouldn’t have any problems in getting what they need. The Peons? That’s a different story.

I posted the formula that most kids were raised on in the 40s 50s and before.
They also added Poly VI Sol vitamins with iron.
Babies can live on that combination.
If I had a baby at home I would stock up on the ingredients and half gallons of h20.
I remember my father making the formula for my brother, filling the glass bottles and running them through the sterilizer and then cool and refrigerate.

My CVS had signs up that no baby formula was available at that location OR ANY NEIGHBORING STORES within driving distance! (Cleveland, Ohio westside)
Some women cannot breastfeed or do not produce enough milk.

True in my south eastern city, partly. Kroger, Publix has low stock, entirely empty noticed once. Costco no shortage.
What I can add, I bought a set of tires. My old ones were high end 80K warranty, bought two and a half years ago for $579. They had none in stock.
I stepped down to the 50-60K mid range, only two brands in stock, I took those, price? $800. I took the old pull offs as they still have about 5K use left on them, they may be needed down the road….it also saved the disposal fee.
My advice, if decided to run your car till it dies, 250,000? 300,000? Go buy a new set now, save your pull offs for resale/ reuse later down the road.
And I wouldn’t knowingly feed a dog something that came from China, much less feed it to a baby.
