Shawn Miller had been a music teacher at Westmont Hilltop Elementary School for decades until resigning in 2020 after being placed on administrative leave, according to police.
However, according to his arrest affidavit, the school and police investigated him 9 years prior.
He was detained yesterday for allegedly raping a 9-year-old student in 2015.
Shawn Miller was arrested Monday and placed into the Cambria County Jail on allegations of raping a nine-year-old student in his classroom in 2015.
According to his arrest affidavit, Upper Yoder Police have school records dating back to 2011 that show harassment and inappropriate touching of pupils.
According to his arrest affidavit, school records show that in 2011, then-Superintendent Dr. Susan Anderson received a memorandum of investigation from then-Assistant District Attorney Michael Carbonara regarding an inappropriate comment and touching incident that the Ada said met the level of a summary harassment charge, as well as other allegations that he kissed his hands and placed them on students.
According to authorities, the letter implies that Carbonara believed, “We should not charge Miller, not because he didn’t break the law, but because it reduces the offense.”
“It was suggested that something should have been done, whether it was firing or probation.”
Instead, according to internal school records discovered by police, Miller was required to view a training video, get a psych evaluation and counseling, and submit to a clinical polygraph, which he later claimed he never did.

.....and female soccer coaches, and female softball coaches, and male basketball coaches, etc. The list goes on and on. Parents should always research their children’s sports coaches carefully and listen to the gossip from students who have previously been on the team. Usually that gossip is based on some facts. Plus, volunteer to be chaperones on any overnight team trips.

I say a firing squad, only unbeknownst to him, it's a bunch of less lethal options fired directly at his junk. Then put a noose around his neck and slowly lift him off the ground.
His brain will be thrown into confusion when the next volley of crotch shots begin. "Do I guard my junk with my hands, or grab the rope to relieve the pressure off my neck?" I predict it would be a constant back-and-forth.

then-Superintendent Dr. Susan Anderson, the then-school board, and the school district should be sued into oblivion. I’m sure Shawn Miller will enjoy is stay in Cambria Co. and state, pound -you-in-the-butt prison.
I know of a similar example, though it did not rise to the level of rape thankfully. In Central FL when we lived there about 18 years ago some HS girls, friends of neighbor’s daughter told me about the HS principle touching etc the girls. What happened? He got transferred to a school in another, not nearby, city. That’s it.
I had a run in with the man a few years before when he was the principle of the jr high over something unethical, not sexual, and I had to threaten legal action with the school board to get them to stop it. The really disgusting thing was a member of the school board said he saw nothing wrong with what this principle was doing, that I was blowing it out of proportion, but they (the board) would intervene because of my promise to return with a lawyer.
I had one crap run in after another with these people over the country system protecting people that had no business being around children. Most not sexually related, but definitely NOT good stuff. I’m sure my name came up in a few private conversations, and not in a good way.
I look back and sometimes think I should have kept a written journal of my doings with the denizens of the public school system for those years.
I did meet/know some really special people in that time, but they were a small minority unfortunately.
In today’s demoncratic world, I need to ask if it was a male student “he” raped, or a female student.

Interesting idea. Perhaps ALL school teachers should be required to take a polygraph to confirm that they are not sexually attracted to children. It would be a great deterrent.
schools IMO are the worse at protecting sexual predators...
