According to his arrest affidavit, school records show that in 2011, then-Superintendent Dr. Susan Anderson received a memorandum of investigation from then-Assistant District Attorney Michael Carbonara regarding an inappropriate comment and touching incident that the Ada said met the level of a summary harassment charge, as well as other allegations that he kissed his hands and placed them on students. According to authorities, the letter implies that Carbonara believed, “We should not charge Miller, not because he didn’t break the law, but because it reduces the offense.”
The "Jerry Sandusky" "clearances" law was supposed to fix all that.
