Americans enjoy a Bill of Rights, and soon California pets could as well.
A California lawmaker has introduced a bill that would enshrine a dog and cat bill of rights into state law, requiring every animal shelter and animal rescue group to post a copy of said rights on their premises.
Assembly Bill 1881, introduced by Assemblyman Miguel Santiago, D-Los Angeles, enumerates seven fundamental rights that every dog and cat in California would have. It includes these provisions:
▪ freedom from exploitation, cruelty, neglect and abuse;
▪ a life of comfort, free of fear and anxiety;
▪ daily mental stimulation and appropriate exercise;
▪ nutritious food, sanitary water and shelter in an appropriate and safe environment;
▪ preventive and therapeutic health care;
▪ proper identification through tags, microchips or other humane means;
▪ spaying and neutering to prevent unwanted litters.
The bill contains a provision that shelters and rescue groups that fail to post a copy of the bill of rights will be punished first by a warning, then by a $250 fine for each subsequent violation.
The proposed law stops short of punishing Californians who might violate one of the rights. But Santiago said that the bill could help people to avoid animal cruelty.

True civil rights for dogs and cats have to include voting rights and a free college education.
Forward, comrades!
My cat Toonces has the right to get a driver’s license. And vote.
By the way, I love cats AND dogs
No. The notion that animals have legal rights is ridiculous.
Animal welfare is a different thing, and we already have an act for that.
They’ll have to arrest biden.
“The notion that animals have legal rights is ridiculous.”
Conservatives always say that about the latest leftist proposal.
Twenty years later conservative SC justices will find the new “rights” in the Constitution.
:-(
That’s right. Why are they trying to short-change Mr Kitteh? I hope the posted document outlining the rights also has a phone number for Spot to call if his rights are being violated.
As is usually the case, a so-called “bill of right” law is nothing more (or less) than an expansion of government.
At the expense of existing rights.
If there is a phone number, he’ll need a translator to confer with his lawyer.
I can see a whole new career field opening up.
Just imagine all those lawyers with their billable hours and court appearances. Tearjerking summations to the juries. Enormous cash settlements.
Remember Steve Martin translating dog talk from the barking dog in The Jerk?
LOL! I don’t remember that.
Am all for it - as soon as a "Bill of Rights for Unborn Children" is passed!

Back when they were funny...
If you care about the rights of animals and want to punish heavily people who abuse animals, while you cheer loudly every time a "mother" has a "doctor" stop a baby's beating heart ... you might be a Democrat.
I remember my Grandfather’s generation would not allow a dog into the house, my how things have changed.
Most people can’t even adequately provide all these things for their own (human) families, much less dogs. (Are there still some rich people in CA? That must be the reason.
My dog wants the right to shoplift $950 worth of dog toys, treats and steaks from local stores without fear of being sent to the kennel.
