My question is - who was more wreckless in their respective "accidents": Alec Baldwin or Ted Kennedy?
He won’t get in trouble.

Anytime you handle a gun you are responsible for whatever happens.

We were told he was rehearsing a scene and yet the two people shot weren’t actors.

It reminds me of the Great White Station Nite Club fire in 2003. Is the singer who lit the pyro to blame, along with the club owner and the fire marshall who passed the club for inspection? It didn’t have sprinklers, exits were obstructed, and the club had flammable material.
One thing I found strange is he shot the director and the director of cinematography. The director should be the top person, next to Baldwin the producer. The woman killed was a manager and might not actually been behind the camera when shot.
Also, if 2 people were hit, it is likely there was more than 1 live bullet fired. It seems likely to hit both of them, either he was aiming at them or he fired several live bullet more at random.
They are difficult enough to load when you intend on loading it and you know what you are doing.
Way too much missing information to even guess what really happened here.

Bingo. If anyone hands you a gun you assume it is loaded until you verify yourself it is not loaded. If he was a police officer who thought his gun was empty and accidentally killed someone, would he walk away scott free?
