U.S. District Judge Xavier Rodriguez in San Antonio wrote in a ruling signed Wednesday that the Air Force was "60% responsible" for the massacre at First Baptist Church in the small town of Sutherland Springs, where Devin Kelley opened fire during a Sunday service. Authorities put the official death toll at 26 because one of the 25 people killed was pregnant.
Kelley had served nearly five years in the Air Force before being discharged in 2014 for bad conduct, after he was convicted of assaulting a former wife and stepson, cracking the child's skull. The Air Force has publicly acknowledged that the felony conviction for domestic violence, had it been put into the FBI database, could have prevented Kelley from buying guns from licensed firearms dealers, and also from possessing body armor.

Right- because the FBI has distinguished themselves so well when having this sort of information beforehand; 9-11, Boston Marathon bombers, Pulse shooter, FedEx shooter....i’m sure this would’ve never happened had the FBI had this information /sarc

Actually the Air Force covered up and swept under the rug all of Kelley’s crimes and offenses.
In this case the Air Force screwed up.
Yep. A slacker AF Adjutant General Lt. failed to enter it into the FBI database as it was his duty to do. As it turned out the Lt. was not given a General Courts Martial and booted out of the service but had it covered up.

It does make sense the a felony CONVICTION should have been communicated to the required entities. But one would think that would be the responsibility of the court.
The shooter could not legally buy a gun or ammunition under existing federal law. He could not legally possess a gun or ammunition under existing federal law. Despite all of the gun control laws he was violating, he did not stop shooting people until Stephen Willeford, an NRA instructor living across the street from the church, drove the shooter off with his own AR-15.
Proving once again that to stop a bad guy with a gun you need a good guy with a gun.

The upper echelons are doing that all on their own by gayifying the military to the point the services are useless as fighting machines (except maybe bitch slaps and eye scratching).

Laws get passed that this or that data must be submitted to this or that database. But it’s an unfunded mandate. However things are working now, that’s what is funded to happen. Some organization that is now required by law to do this or that most likely has no idea they have new requirements because the law didn’t provided for notifying everyone. But for over 100 years, by Supreme Court decision, ignorance of the law is no excuse for not following the law.
I was working for an international manufacturer. They had to hire, at each facility, a specialist whose job was to research the laws and make certain those laws were being followed. The guy at my last facility was pulling down $150k and he couldn’t keep up with the laws. On top of that, the company had subscriptions to pricy legal newsletters that followed specialist areas. Let’s say you have a CFC cleaning device. There may be new federal, state , city or county regulations that could affect you and any of those EPA’s can shut you down. (The reason our guy was paid so much was, if we got shut down it could have cost the $150k each day we were closed.)
