Yep. A slacker AF Adjutant General Lt. failed to enter it into the FBI database as it was his duty to do. As it turned out the Lt. was not given a General Courts Martial and booted out of the service but had it covered up.

Laws get passed that this or that data must be submitted to this or that database. But it’s an unfunded mandate. However things are working now, that’s what is funded to happen. Some organization that is now required by law to do this or that most likely has no idea they have new requirements because the law didn’t provided for notifying everyone. But for over 100 years, by Supreme Court decision, ignorance of the law is no excuse for not following the law.
I was working for an international manufacturer. They had to hire, at each facility, a specialist whose job was to research the laws and make certain those laws were being followed. The guy at my last facility was pulling down $150k and he couldn’t keep up with the laws. On top of that, the company had subscriptions to pricy legal newsletters that followed specialist areas. Let’s say you have a CFC cleaning device. There may be new federal, state , city or county regulations that could affect you and any of those EPA’s can shut you down. (The reason our guy was paid so much was, if we got shut down it could have cost the $150k each day we were closed.)
