I’d count him as the fool who thinks his house is the whole block. So somebody is being loud? Deal with it. Don’t be the dick that escalates things into a cop situation. I’ve heard plenty of people walk by my street in loud conversation, to somebody on the phone or in person. Ignored them. Reality went back to normal. Just move on in your life, way better than declaring yourself the neighborhood narc, or the neighborhood crank from the cops point of view.
I’ve seen it both ways - drug dealer across the ally from me wasn’t open to discussion. Tried. Had to call the police. It continued until a teenage girl was killed, then the police really stepped in.
it was filled with a high percent of alcoholics and addicts, who resolved problems with physical force and threats. Older residents could not handle things and had to call the police, especially as the behavior was continuous.
Later, in a more upscale neighborhood where if someone offended a neighbor, the just didn’t speak. Here, we let loud, late night parties continue until 12am or so. If it’s some neighbor we know, we call them directly. If it’s farther down the street and we don’t know, we’d call our local police.

Drug dealer, different problem entirely. That’s not a noise complaint.
I’d never call the cops on a party. Never will. Sorry, that’s just being a dick.

The complainant talked to the offender first - being Amish, the offender gave her s***. Then the cops were called.
She probably supports politicians that would make it a crime to “talk too loud”.

Dear Idiot. It’s not about race. It’s about failing to be responsible and failing to respect others. Selfish, dumb freak. I have neighbors like that. I often wonder how the Lord will judge them at death, since they seem incapable of charity.

Oh, it was a noise complaint at the drug dealer's home.
His two sons began hosting a party every Saturday night.
Every week it got wilder and wilder, louder and louder, bigger and bigger, alcohol, drugs, etc.. The party could not fit in the home, so it took over the yards, street, etc.
There were hundreds of teens drinking, racing cars up and down the street, endangering our kids, etc. I tried to resolve it in the daytime. Did no good.
Once the teen girl got hit by a car racing down our street and killed, the police finally put a stop to it.

How about he just learn to live and let live. Nobody ever seems to try that anymore.
Loud prolonged unnecessary noise is not “letting live.”
Confronting people pointlessly is stupid. Escalating to the cops just makes you the neighborhood douche. Let her go on with hwr life maybe talk to her about it later. That’s how we used to do things.
It’s not as if she’s big, fat, loudmouthed _____ biotch or anything.
I watch a lot of HGTV redecorating shows and turn them off when it’s black women because all they do is SCREAM!! So disgusting!
