It appears the Governor is realizing his Executive Orders are not laws and they violate peoples Constitutional rights.
What is the norm in Illinois when elected officials get exposed for violating the law? Change the law.
In this case, change the rules and make criminals out of the very people that are the economic engine in this state.
Not only do these new suggested rules invoke criminal penalties, but they also are to last 150 days and are being pushed through in an Emergency provision for such rule changes, meaning the public has little say about it. Let that sink in. Under these proposed rules it appears the Governor intends to continue with his oppressive overreach and lock this state down into the middle of October.
If approved, the Illinois Department of Public Health would be enacting an Emergency Rule establishing criminal penalties for violating what appears to be Governor Pritzkers Executive Orders. This action points to his desperation and an admission his EOs had no enforcement power outside of those given in the law, which were limited to the Illinois Emergency Managment Agency. According to the Emergency Rule, violating IDPH rules will constitute a Class A Misdemeanor, which includes a fine and/or imprisonment. County States Attorneys will be charged with bringing the charges but it is already well-established, a States Attorney has prosecutorial discretion when it comes to charging someone with a crime. (See section 8.1 of Public Health Act)
One thing we noticed on first reading, is the exemption for Airports and Hospitals having sit-down restaurants. We understand the hospitals, but why is it OK for an airport restaurant to serve sit-down customers, but not OK for any other restaurants in this state to serve sit-down customers? This provision points to a Constitutional issue of discrimination.

I am strongly opposed to almost all of these fraudulent lockdown decrees. The reason airport restaurants were also exempted is that passengers, however few there may be, have no other source of sustenance.

Is the legislature all democrat? If the legislature passes these laws and creates this agency, that answers the question where the governor’s authority to act comes from. As these laws regulate fundamental rights guaranteed in the US Constitution, they must be narrowly drawn to pass constitutional scrutiny. What “narrowly drawn” means when an emergency is declared is anyone’s guess. I don’t know the law here, other than the Governor cannot intern Japanese Americans ( or, presumably any other group). See Korematsu v US, overruled in Trump v Hawaii (at least, I think that was the case overruling Korematsu).
There's a super majority in both chambers, plus a Democrat Governor.

Next door in Missouri, our governor has gone on record saying that adults can figure things out for themselves. Tonight I went to pick up some pizzas and was surprised to see people sitting at tables, eating pizza and talking to one another. And yes, they were unmaskedcan’t eat pizza with a mask. Now half of the tables were marked off so there was ‘social distancing’ between tables. But it was nice to see some normal again.

Well, there ought to be some info to be gleaned from Florida, Georgia and South Dakota, since they aren’t locked down. I believe Texas has relaxed, too. Should provide some data in that respect.
I spent the last couple days with some old friends from the Apostolic Lutheran community.
We greeted each other with handshakes and hugs.
Sawed and split many cords of firewood.
Delivered some construction stakes to a little country hardware store.
Visited a lumberyard up no’th to pick up some boards for concrete forming.
We had an old fashioned outhouse for the calls of nature.
We got real dirty.
We didn’t have any “sanitizer”.
We ate and enjoyed each other’s company with stories and memories.
We laughed at the world living in fear.
Nobody wore a mask.
It was good to get back to normal.
