The confirmed case-to-death rate is totally meaningless since most cases of any flu go unreported.

It makes NO difference whatsoever if the confirmed death rate is 0/7 or 0.9 as the actual number is small fraction of that.

We do know the pitiful state of the other factors.
You're wrong. That confirmed case to confirmed death rate.
Most cases of any flu GO UNREPORTED. So, the actual rate in SK is small fraction of that.
