One thing we don’t have to speculate about with this event is that both crane operators had a never-to-be-forgotten experience. Even now the crane located at the left clearly appears compromised.
Tragic that a life was lost.
Aside from that Hard Rock are sht properties. Casinos are the worst thing to happen to New Orleans. Perhaps Hard Rock will abandon its plans now.

The theory is always- Active site, activity caused the collapse. Probably not cheap steal or weak concrete. Seeing the rush to complete such buildings, I’ve always been concerned that loading the post tension concrete with pallets of building materials, sheet rock or glass before it’s cured is a bad idea. The temporary form supports give a false sense of security.
Kinda resembles the Murrah Building after the blast.

A crane did fall but it was the last part of the building to collapse. Building collapsed like a house of cards.
I'm not so sure about the concrete -- it appears to have separated very easily from the rebar, with only a few attached pieces. That should not happen absent some kind of force that would destroy the concrete other than a simple gravitationally induced collapse. And there is no evidence of any such other external force.
There looks to be next to nothing supporting the floors. Just some spindly vertical beams with no lateral shear support.

Seeing the video, the problem seems to start at the top. I know that’s where the distortion would first be visible, but there’s no indication of anything amiss in the lower floors. It just pancakes from the very top. I’m super curious. As for the rebar separating, well could be the columns, but the floors seem to be hanging on really well as a curtain effect. I’m assuming it’s the tension cables holding it together.

I understand that St Louis is now something other than a church? My grandmother lived in NOLA, and I visited every year at Easter time, always went to mass there. It was lovely. She lived out on St. Charles and we took the streetcar. One day, when I was about 11, we got on and she said, “There are no seats.” “Yes there are,” I said, and headed for the back of the car. She held me back and said “that’s where the black people sit. “
I had a hard time believing that...and the black people looked at me with that, “There goes another racist” look. We had a black guy at home in Chicago who was absolutely wonderful, did work in the house for us, even dressed up in a tux and served drinks at a Christmas party at our house. It was shocking to look at segregation.
And now, shocking to hear that those unsegregated blacks won’t work.
Construction companies have been known to pay off building inspectors from time to time. I doubt there’s a problem with the architects or engineers... But ‘building inspectors’ are city or country employees and that smacks of ‘democrat’...
