Read it again. those thirteen were added specifically, but there are others in the EO that are much more general than those specific individuals. The others included has the members of the cabal in a tizzy fit. Those sections which repeat much of the first section are after Trump declares a national emergency cover a LOT of people. Read it carefully as the Q relates says to do. Pay particular attention to the placement of "and" and "or" between subsections.

Look at where there are "and" and "or" separating subsections describing the persons affected after Trump declares a national emergency. The specific thirteen are separate from the rest. They are not US Persons. . . but the rest refers to US persons who are complicit who also subject to the order. It's not easy reading. I had to go through it several times.
