An awful ruling for pet owners has come from a federal court, in a ruling by U.S. District Court Judge George Caram Steeh. But the threat is not just to Fido and Fluffy, because, as anyone familiar with how precedent becomes corrupted knows, the ruling will be cited and abused far beyond its original, flawed bases.
C.J. Ciaramella writes about this ruling at Reason Magazine, in Federal Judge Rules Unlicensed Dogs Aren't Protected By Fourth Amendment. In deciding an unlicensed dog is contraband not protected by the Fourth Amendment, the ruling confuses government licenses with title, i.e., private ownership and possession. The ruling will eventually be cited in cases involving property other than dogs and other unlicensed activity in our overly license-happy statist society.
The crocodile tears shed by the judge for dog owners, however, will be particularly disdained. Quoting the judges written opinion Ciaramella writes:

So a cop can shoot your dog and as long as it doesn’t have a license it’d okey-dokey and they don’t have to pay you..................

There will be some stupid .gov people who try it. They will try anything they think they can get away with. This will probably be in some Northeastern or California municipality first.
What about our barn cats. We cycle through quite a few of those...
It’s already in place. Our two indoor cats must get rabies shots/tags. Vets & kennels won’t accept them without it.
Oh, and we get threatening letters from the city, too.

Yep. And that will spread to everything else you thought you owned. The statists are stepping up their game to Ludicrous Mode.
My dog is not “my dog”. I’m “his human”. If they want him licensed, they’ll have to talk to him. It’s outside my authority.
I’ve got deer that eat my foliage. I have no license for the deer, so I guess they are contraband. Can the government please come and get them?

They will shoot some people and all the boot lickers will say, “Well, they should have obeyed.”
In Sacramento, “Animal Control” is doing two things:
1. Patrolling and stopping people walking their dogs to check for latest license. They are issuing citations.
Meanwhile, legit “animal control” efforts go wanting...feral dogs and cats...nuisance dogs and cats...diseased animals etc.
2. Reviewing their database of past licensing and sending intimidation notices to pet owners that their failure to renew risks severe fines and potential loss of their pet.
It’s all an extortion racket now, there for the exclusive purpose of keeping dozens of public employees paid.
The criminals should be hung.
Even when I lived in a suburban area where pets were supposed to be licensed, I never licensed mine. It’s a personal freedom thing. I only have to license my car if I drive it on public roads. Same with dogs, except I don’t take them to any publicly funded facility, so the state can pound sand. I don’t license my Mr Fusion either, even though it could kill all my neighbors if I get a shield leak.

Dogs are Haram in Islam.
In Calgary, for a few years now, they have required cats to be on leashes when outside the house. I have yet to see the ‘property of a cat’ (ie: the supposed cat ‘owner’) lead said cat on a leash. I kind of doubt that anyone has ever been charged.
What you describe sounds like setting up a situation where somebody is going to get shot, on either side of the ticket book. Most encounters won’t lead to violence, but the new class of encounters sets the stage for trouble when there are large numbers of encounters.
I think it is a matter of degrees. Some muhamedans are OK with small, fluffy white dogs (aka: rat dogs or ‘football’ dogs). They don’t like big dogs, nor black dogs. My ‘girl’ is a Shepherd-Lab cross who is mostly black with large, erect ears, and an intent look. If you are not familiar with dogs, she looks intimidating. If you know dogs, her mannerisms suggest a big, friendly, inquisitive mutt, which she is.
