Install//build a VM with XP. Then install all your old software...That’s what I’ve done. Works just fine...
I looked and the newest driver was for Vista. Have you tried that one?
If you have an install CD/DVD for XP you can always override Win7 and be on your merry way. Millions of people are still running XP.
OR, find a friend who is a programmer. Have him write a driver for that device.
I had a similar scanner. The Vista 32-bit driver worked for me in Windows 7. Had to give up on it when I moved to Win 8/10. Bought a newer Canon scanner on craigslist for $40.

I had an HP scanner that would not work with Windows 7.
The IT guys at work were stumped too.
After a year of trying stuff, I read that Windows Image Acquisition (WIA) service needed to be turned on (default is OFF). Turned it on and the scanner works fine.
Since then our IT people have tried this trick on 6 or 7 different scanners and it worked on all.

When I went from XP to Win7, I lost the use of a nice little Minolta b/w laser printer — no Win7 64-bit driver and no work-around.
When I went from Win98 to XP, I lost a nice little flatbed scanner for the same reason — no XP driver and no work-around.
If you have exhausted your search, you may not be able to find a driver. A lot of otherwise good equipment ends up in landfills due to OS upgrades.
Download the trial for VueScan at www.harmick.com. It’s allowed me to use scanners which are no longer officially supported.
You can run VP software using Virtual XP on Win7. Just have to go to the MS website to download it.
find a good working xp on craigslist to use as a slave, use your new computer for your regular work, you just have to ensure you can communicate your scans from xp to 7, 8.0, 8.1 or 10

When you go to this page it will load with whatever operating system it detects (Win7 in your case). Change the search to Vista and it will give you the download link for the Vista driver.
It's worth a shot. I have an older scanner that is running on Win7 32 bit using the Vista driver so in my case it worked.
