Why do you care? If it was me, I think I would be fine if he never cashed it :)
send your payments certfied mail so you can prove to a judge you mailed them, if he tries to evict you - or the bank or new owner of the property tries to evict you, if he is not paying the mortgage and letting the property go to foreclosure
Failure to cash a check, with his other troubles, could mean the bank has a freeze on his account or he owes them money (overdraft charges etc) he is not willing to pay them
Send it by certified mail.
Maybe he is lazy, disorganized, dispirited, alcholic. I wouldn’t worry about it too much. Just note your checkbook so that you have a contemporaneous note showing payment, send him a letter or something about it. The worry I would have is that he isn’t paying the morgage on the place you are renting. But foreclosure and all that takes a while. Talk to the wife maybe? Maybe he would prefer cash (just ask for a reciept).
Makes it a pain to balance your checkbook - only downside I can see.
I guess the 2/29 check was for your March rent ???
Did he give you a dated receipt at that time ???
If not, since you dont have a cancelled check you have no proof you paid your rent in time...
Or even paid it...
Is he plotting to evict you ???
If he doesn’t cash your check, can you prove you paid your rent? Perhaps you should call him, put the phone on speaker, and have two or three witnesses listen to his explanation of why he hasn’t cashed it yet. Maybe record it too, if local laws allow it.
Perhaps...
1. He or ‘the boss’ is an airhead or procrastinator.
2. He lost it.
3. He has personal issues going on and doesn’t have time to think about it right now.

Don’t sweat it, just record it as money spent in your checkbook and keep track of it so you can make sure it hits your account correctly when he does cash it.
Ask them to give your original back and you will write them a new one. I bet they can’t do it because they misplace or lost your original check. I assume if you have to cancel your original check with your bank you will charge you a fee. Make an agremment with them that a new check to replace the old check would be minus the bank charge for the lost check!
One of the most common landlord scams is to not cash a check and claim non-payment to provide grounds for eviction.
Your case won’t be helped by the fact that there was no February 29 this year. He may intend to use that fact to argue your check was “invalid” and sock you with late fees.

Since wrote the check on Feb 29th maybe you left it in the DeLorean and didn't mail it in this time zone!
If you know where they live, seek a meeting with his wife who is the “boss”. Maybe she is ill?
