Yes, he did. He also signed a ban on partial birth abortions, which has been tossed out the door. And there are more abortions today than ever.

The unintended consequence of this is a certain percentage of people would get pets for the deduction and not take care of them properly. Have a pet is a privilege. Well, that’s what my doggies tell me!
