In the meantime, Senate Bill 64 says this: A person is guilty of unlawful paramilitary activity, punishable as a Class 5 felony if he: 1. Teaches or demonstrates to any other person the use, application, or making of any firearm Yes, you read that correctly. Teach gun safety, use, marksmanship, etc and you are a felon. It was "civil disorder" that was intended to keep the federal government in check.

But ambitious encroachments of the federal government, on the authority of the State governments, would not excite the opposition of a single State, or of a few States only. They would be signals of general alarm. Every government would espouse the common cause. A correspondence would be opened. Plans of resistance would be concerted. Extravagant as the supposition is, let it however be made. Let a regular army, fully equal to the resources of the country, be formed; and let it be entirely at the devotion of the federal government; still it would not be going too far to say, that the State governments, with the people on their side, would be able to repel the danger...
To these would be opposed a militia amounting to near half a million of citizens with arms in their hands, officered by men chosen from among themselves, fighting for their common liberties...
Besides the advantage of being armed, which the Americans possess over the people of almost every other nation, the existence of subordinate governments, to which the people are attached, and by which the militia officers are appointed, forms a barrier against the enterprises of ambition, more insurmountable than any which a simple government of any form can admit of...
Let us not insult the free and gallant citizens of America with the suspicion, that they would be less able to defend the rights of which they would be in actual possession, than the debased subjects of arbitrary power would be to rescue theirs from the hands of their oppressors. Let us rather no longer insult them with the supposition that they can ever reduce themselves to the necessity of making the experiment, by a blind and tame submission to the long train of insidious measures which must precede and produce it.

The Second Amendment guarantees the right of citizens to be armed against the time when government overreaches to the point of tyranny, and demands to be revised, by force of arms if all else fails.
This bill is beyond outrageous. "Civil disorder" was the initiating mechanism of the Revolution that created this Country.

Use for self defense in or to escape from civil disorder could still be construed as “use in a civil disorder”, especially if “they” don’t like you to start with.
Ok, before all of you read ONLY the first clause, you may need to hear this:
This law has been on the books of the commonwealth since at least 1987.
And, more importantly, it clearly states that any of these activities conducted WITHTHE INTENT TO CAUSE A CRIME is a CRIME.
Ya know, there is a law on the books that clearly states that possessing a firearm is a crime too! (if you are a prohibited person per fedlaw and or use it commit a crime) See how important the whole of the cloth of the law is?
No, this law will not close all firearms or militia etc training, das can still teach junior or miss to shoot, but with the clear intent NOT to commit a crime. As it should be, right? Yes, indeed. But when such a law has been on the books in many/most states’ in similar fashion, and which laws indeed are used to ( probably not often enough) charge and convict those who promote disorder and crime (Antifa, BLM, KKK, left, right anarch, et all, listening?).
To interpolate that lawful firearms training or self defense or even small unit tactics aka US Army/Marine corps Infantry Individual, Squad or Platoon drills are automatically being made unlawful is disingenuous and makes us look like them.
Ranges will open, dads will teach children, moms will get CCWLs, lawful assemblies of armed folks can do stuff. Prices of arms/ammo will not drop due to a glut in the market....
JUST DONT knowingly and intentionally train shooting skills to known felons or leftists, (but I repeat myself....) with the intent to cause civil disorder....

Agreed on reading the fine print. Also agreed on what does “civil disorder” mean. The training of the Militia and the Minutemen would have fallen under this law if written by the British.
Of course, that is what we are lacking - a properly trained group of well armed people to fight our government if it goes beyond the bounds of the Constitution (like this proposal). We no longer have a “well regulated milita” (as in a well regulated clock - works properly).
Great post. I read where trap shooting ranges were set up in every state prior to WWII to give folks a bit of training in shooting anti-aircraft guns. Not sure how true that is, but it would seem to make sense.
