Seriously, women who want to walk around topless in public are not particularly different then men who expose themselves.
What might help are ordinances that approach the problem indirectly, such as “solicitation”, that is normally applied to prostitution, but could be extended to “solicitation to public nuisance” or something like that.
Or maybe “public indecency before children”, something embarrassing.
The irony is that women in countries that are traditionally open to toplessness are beginning to cover up.

I spent a few days on the island of Cyprus. Lot of topless women sunbathing. Not a big deal. The fat guys in speedos was a different matter.
