It has been legal in NY State since the early 1980s. Once they were told to go ahead and be topless, they stopped being topless.

I am no prude but womankind is slowly being destroyed by nasty women. Generally,the fugly women are ruining things. I was in central park during a steamy weekend thinking the women would be going topless. I saw not one topless woman. A couple thong women but that was it.
