Commitment requires the immediate danger of suicidality, homocidality, or an incapcitated ability to care for self to the point of danger.
Doesnt sound like he met the criteria until just before his suicide.

The 90s and later the Bush years,allowed individuals to go to extremes.What came afterwards was a poor economy and a society increasingly unstable,likely to turn on people unwilling to conform.
Actual counter-cultural movements,those deeply rooted in fantasy and ditching social conventions,don’t usually survive an economic crunch.The guy should have been cured of what ailed him in a better time.All he did was paint a target sign on his chest, that at the very least showed he had serious mental issues.
