I don’t have MS but this is what I found to “remove: it so it should also point you in the right direction to put it back. :)
Windows 10 or Windows 11? And has there been a recent Windows update on your machine?
I have found that simply rebooting can fix things like that. It’s worth a try.
Settings > Notifications & Actions.
“Get notifications from apps and other senders” > ON
Are you logged in?
Go to the command prompt window
Back out until just the : C> prompt.
Type in [DEL *.*] and hit return.
Problem solved.

Bottom right corner of the OS (i.e., the system tray) or bottom right corner of the YouTube site?
Pop ups for the system tray are usually what are called toast notifications. Are you using Windows 11? If you click on the date/time in the bottom right corner, it should bring up the toast notification bar on the right. Top right corner is a little bell that allows you to select notifications you see. Is “Do Not Disturb” turned on? You can click to modify the notification settings or go to System > Notifications and select the apps that are allowed to show notifications
See my above posts, and while it seems that the Windows key and i shortcut no longer works, if you Run C:\Windows\System32\control.exe /name Microsoft.WindowsUpdate and hit System and then Notifications, then you can make sure they are turned On, and that Do not disturb is Off (whatever the slider says is the present choice). And under Related Settings or Notifications from apps.., when you open that up and choose Name then you can see and choose what apps to see Notifications from.
Did you try a different BROWSER?
I use BRAVE and they just did an update that turned off some things I use...................
