Only two of these teen criminals were arrested. I interpret this as meaning that the city of Chicago wants them to continue doing this kind of thing again and again and again.

My county just sent 7 black “youths” (17-22 y.o.s) down for lengthy prison terms under RICO for stealing cars in 2019. Gang activity is relatively low here, unsurprisingly.
