I was told by a former U.S. submarine officer that Admiral Rickover's nuclear submarines were far less dangerous than the Soviet ones, because ours surrounded the power plant with ballast tanks (water), effectively blocking the deadly neutron radiation (freed neutrons being the essence of an atomic chain reaction).
As the story went on, Rickover was at one point given a tour of a USSR sub and learned with his own eyes that they hadn't come up with a similar design. Their nuclear reactor was not surrounded by water.
Because of this, sailors on Soviet nuclear submarines were on a suicide mission. At the end of a 1-year term they were released from further duty with the the honor: "Hero of the Soviet Union."
