California Gov. Gavin Newsom announced in July that healthcare workers and state employees must be vaccinated or succumb to weekly testing and wear masks; however, back in 2019, Newsom opposed the same kind of mandate.
“I believe in immunizations,” Newsom said at the meeting, “however I do legitimately have concerns about a bureaucrat making a decision that is very personal.”
“We don’t measure character or leadership by a commander’s posture during moments of comfort, but by his willingness to stand against the tides and storms of collective opinion during eras of controversy and hysteria,” Kennedy Jr. wrote in a Facebook post. “California Gov. Gavin Newsom has just passed that test with his wise and sober opposition to a draconian proposal to forcibly vaccinate medically fragile children against the wishes of their parents and the medical advice of their physician.”
“He expressed his concern about giving faceless government officials (with no medical training) veto power over vaccine exemptions deemed medically necessary by a child’s doctor,” Kennedy Jr. continued. “Gavin argued that those decisions should be made between patients and doctors without government involvement.”
Newsom later signed the bill after arguing for amendments relating to medical exemptions.

The PREP Act is what limits the liability for the manufacturer. It was enacted in 2005.
Per the PREP Act website ‘In general, the liability immunity applies to entities and individuals involved in the development, manufacture, testing, distribution, administration, and use of medical countermeasures described in a Declaration. The only statutory exception to this immunity is for actions or failures to act that constitute willful misconduct.’
A ‘covered countermeasure’ may be:
A qualified pandemic or epidemic product;
A security countermeasure;
An unapproved drug, biological product, or device used under an Emergency Use Authorization (EUA) issued by FDA;
An approved drug, biological product, or device used pursuant to Federal law in conditions that are in consistent with its approval ; or
An unapproved drug, biological product, or device, or an approved drug, biological product, or device intended for an unapproved use, that is intended for emergency use and shipped and held by a government agency or someone working on that agency’s behalf for use only when that use is authorized.

Both the EAU version and the branded version of the vaccine have the same protection under the law. Since the PREP Act declaration is still in effect, the manufacturer’s liability is still limited.
Probably splitting hairs, but the short answer is no. Pfizer doesn’t have liability, even if you take the ‘branded’ vaccine.

It is interesting isn’t it? Only a few years ago, many of the rich people living on the west-side of LA as well as celebrities did not wan their kids to get vaccines. It was kind of a big deal, especially on LA talk radio, as they were looking for schools that didn’t require vaxes to send their kids.

No, the decision on Newsom is either Yes to recall, or No to keep him. If it is "No", the second vote doesn't count - it is a moot point because Newsom remains.
If it is "Yes", then Newsom is not on the ballot of the second part, and Larry Elder is way ahead of all other R's and the few Dims on the ballot.
