No! it’s like a small tornado but it starts from the ground up to a cloud. A tornado starts swirling in the clouds then down to the ground. But yes there can be dust involved as it swirls upward.
A dust storm doesn’t have that tornado effect.

Where I lived in Eastern WA it wasn’t unusual to see dust devils running merrily across fields with tumbleweeds inside them.
Just now catching up on the news for today. I saw your mention of Charlie Clarks and remembered how much I liked it. Three others I liked were the Christmas Tree, El Rancho and Mattas. At least Charlie Clark’s is still there. Darn I am making myself hungry.
