I imagine this is a call for any thief outside the area. A simple invitation to steal lots of stuff from cars, yard, sheds etc... If I was planning a vacation to this location.. I’d cancel it immediately. The article points out that the department lost half of the detectives. I can only think that with half the detectives left, the rate of homicides, rapes, aggravated assaults, burglaries, strong arm robberies etc.. will increase with little arrests.
