Not positive what is going on there, but I *SUSPECT* that the number you put in is just a code for which precinct the ballot is for. Changing the number changes the slate of candidates.
I tried using 3 digit numbers and they work. I tried a number over 9000 and it does not work. So perhaps the maximum number is the number of different precincts in PA.

The first 19 minutes of the today's senate hearing are dead air and a STAND BY message prior to the start of the session.
I will probably have to fast forward through people like Sidney Blumenthal's speech because he begins this hearing by attacking President Trump, saying he constantly lies and spreads disinformation and uses his presidential megaphone to so. Meanwhile, Blumenthal is using his megaphone in a congressional hearing on social media and election interferance to vicously attack the President.
Blumenthal pretends to "go after" tech but spends time defending them; it's kid gloves compared to his character assassination comments about President Trump.
Blumenthal sets up this hearing as a defense of free speech but he minimizes Social Media's abuses as "labeling" information of questionable data to protect people like Fauci from the threats of dangrous people.Â
The senator stresses he's not opposed to free speech while stressing the value of social media reforms to stop content "violent white supremacists". I haven't heard anything about Antifa or BLM though....

The ballot problem is so wide and so deep there is no cure for it. Forged, illegals, multiples, out of state, imaginery, dead, thrown away, etcetc. No fix for it, no remedy. For all candidates - federa, state, local. Electin is ruined irreparably.
