A CORONAVIRUS patient in Kentucky has been placed under 24/7 armed guard after refusing to self-isolate.
Gov. Andy Beshear said the state had to make the unusual move to protect others nearby.
Deputies are now stationed outside the 53-year-old man's house around-the-clock in Nelson County.
"It's a step I hoped I never had to take, but we can't allow one person who we know has this virus to refuse to protect their neighbors," Gov. Beshear told reporters.
The unidentified man is the only coronavirus patient in the county, and officials were worried that he could infect others.
A total of 18 people have tested positive in Kentucky.
The patient had left the hospital without permission, according to TV station WDRB.

Unfortunately, there’s a ton of Supreme Court decisions from the past 40 years that would have to be overturned or suspended, in addition to Federal laws. Basically, even in emergencies governments are not allowed to overcrowd prisons. (Mostly due to California deciding that banning the construction of new prisons was actually an emergency and abusing the hell out of the prior exceptions.) If your jail becomes overcrowded, you MUST release prisoners - no exceptions.
Waste of resources.

If you check, HIPAA only applies against private entities. The government is basically not bound by HIPAA when you are an infectious source and refuse quarantine. In fact, HIPAA doesn’t generally bind the government other than that they may not release your health information other than, surprise, in a law enforcement action. They *can* use your health information in any non-public-disclosure internal use they feel like.
We used to put prisoners with AIDS in locked, isolation rooms in the early days. That was the standard practice then.
Washington State has the "Death With Dignity" law, and they also allow the composting of dead bodies.

As such, these pronouncements of testing positive almost always state the poor victim has corona virus in his/her system but not specifically COVID-19.
