Q is the result of the sacrifices and commitment of countless patriots to win back our captured country from the Deep State and achieve the transformation President Trump promised in this campaign video. President Trump has said the awakening of the public is key to this transformation.
Q describes this awakening as follows:
"The Great Awakening ('Freedom of Thought’), was designed and created not only as a backchannel to the public (away from the longstanding ‘mind’ control of the corrupt & heavily biased media) to endure future events through transparency and regeneration of individual thought (breaking the chains of ‘group-think’), but, more importantly, aid in the construction of a vehicle (a ‘ship’) that provides the scattered (‘free thinkers’) with a ‘starter’ new social-networking platform which allows for freedom of thought, expression, and patriotism or national pride (the feeling of love, devotion and sense of attachment to a homeland and alliance with other citizens who share the same sentiment).
When ‘non-dogmatic’ information becomes FREE & TRANSPARENT it becomes a threat to those who attempt to control the narrative and/or the stable.
When you are awake, you stand on the outside of the stable (‘group-think’ collective), and have ‘free thought’.
"Free thought" is a philosophical viewpoint which holds that positions regarding truth should be formed on the basis of logic, reason, and empiricism, rather than authority, tradition, revelation, or dogma.
When you are awake, you are able to clearly see.
The choice is yours, and yours alone.
Trust and put faith in yourself.
You are not alone and you are not in the minority.
Difficult truths will soon see the light of day.

In the contested election of 2000, the Florida Legislature chose a slate of Bush electors just in case the recount was still going on when the Safe Harbor Date from the Presidential Election Act of 1887 kicked in.
If we have a true CF -- a good naval term -- in this election, state legislatures have the constitutional authority to appoint slates of electors that differ from the popular vote in a state.

Ideally, that would be the people. What form would that determination take? Civil War. Habeus corpus would need to be suspended. Who is fighting whom?

It’s just that this era & landscape has so many convoluted scenarios from hell competing to destroy the USA from within—it can get—concerning.
This guy has no laugh; he never evinces joy; his smiles are tepid, even bitter. Bernie is a typical Marxist - and one of the most dangerous men in America. He will make up for never accomplishing anything worthwhile in his life by being the first president to build and populate gulags.
But, if they based the appointments on the result from any others States and according to a previous agreement, that is an interstate pact (treaty) subject to Congressional approval.
That’s my understanding, too.

An event serious enough nationally for the president to invoke the Insurrection Act of 1807 as was done after the unpleasantness at Fort Sumter.
I think that’s a hugely valid point about interstate compact/treaty etc.
However, functionally, therefore what? Would go to the Supreme Court? What are the odds then?
If Trump wins in a landslide of the popular vote, the NPV will quietly disappear.
